Invoice, Payroll and Annual Filing Considerations
Invoice communication and source data
The Autoridade Tributária e Aduaneira guidance checked on 18 September 2026 requires documents issued from 1 January 2023 to be communicated by the fifth day of the following month. The source invoice data is retained with the webservice, Portal or structured SAF-T submission record so each reported document can be traced.
Two monthly payroll declarations
The DMR-AT instructions require the employer or payer declaration by the tenth day of the month after payment. Segurança Social requires the remuneration declaration between the first and tenth day of the month after the remuneration month. Both declarations are reconciled to the payroll file before submission.
The 2026 annual filing sequence
The Autoridade Tributária e Aduaneira’s 2026 annual calendar lists 30 May for the Modelo 22 filing of calendar-year taxpayers, subject to the footnoted extension in that calendar (pending final verification), and 30 June separately for the IRS annual return. A certified accountant closes the agreed accounting records and resolves the material ledger differences before using them for that filing. Portaria n.º 69/2026/1 applies the revised DMR-AT instructions from 1 January 2026.
